SGL Carbon generated consolidated sales of EUR 270.9 million in Q1 2022 (Q1 2021: EUR 241.5 million). “DIŞ TİCARETTE SAHTECİLİK VE DOLANDIRICILIK (FRAUD)” EĞİTİMİ

Global ticaretin hızla büyümesi, işlem çeşitliliğinin ve adetlerinin artması beraberinde “Fraudsters” dediğimiz uluslararası dolandırıcıların Türkiye’ye ilgisinin artmasına sebep olmuştur. Dış ticaret alanında kısaca “fraud” olarak adlandırılan bu faaliyetlerin amacı, alıcı, satıcı, banka veya diğer aracı kurumları dolandırmaktır.

Dolandırıcılar amaçlarına ulaşmak için hedef kişilerin teknik bilgi eksikliğini ve zayıflıklarını kullanırlar. Teknik bilgi yetersizliğine başta Uluslararası Ticari  Kurallar olmak üzere dış ticaret işlemlerinde kullanılan teslim ve ödeme yöntemlerindeki eksik veya hatalı bilgiler örnek verilebilirken, diğer taraftan zayıflıklara, açgözlülük, tamahkârlık ve bencillik örnek olarak verilebilir.

Çalışarak üretimde bulunmak yerine başkası tarafından üretilmiş olanı almak fiziki veya fikri olabilmektedir. Fizikiden kasıt, bireysel, çete halinde veya ordu şeklinde bir yeri almak, gasp etmek veya yağmalamaktır, fikrîden kasıt tasarlayarak kandırmak veya hile yapmak suretiyle bir başkasına ait olanı almaktır.

Eski çağlarda şahıslara veya ülkelere ait mal ve mülkü gasp etmek daha kolay olurken daha sonraki dönemlerde küçük grupların devlet halinde yaşamasıyla birlikte gittikçe zorlaşmış ve azalmıştır. Daha sonraları ticaretin artmasıyla birlikte, özellikle uzak şehirler ve ülkeler arası ticaretin artmasıyla birlikte hedef; daha az savunmalı kervan ve gemiler olmuştur. Ticarette para ve malı temsil eden değerlerin kullanılmasıyla birlikte hedef; bu defa bunlar olmuştur. Daha önceleri mal ve mülkü gasp etmek için fiziki güç kullanılırken, bu defa para ve malı temsil eden belgeleri ele geçirmek veya bunlardan faydalanarak kişileri dolandırmak için fiziki güç yani sahtecilik ve dolandırıcılık kullanılmaya başlanmış, bunun için teknoloji de kullanılarak sürekli yeni ve çeşitli teknikler geliştirilmiştir.

Para ve para ile temsil edilen ürünlerin bulunduğu alanlar her zaman sahtekâr ve dolandırıcılar için çekim alanları olmuştur. Ticaret faaliyeti içerisinde birbirini tanımayan taraflar, yabancı yasalar, kurallar, limanlar, gemiler, çalışanlar, gümrükler, kâğıt belgeler, elektronik sistemler, bilgisayarlar, mesajlar, vb. birçok unsur vardır. Bunların her biri sahtekâr veya dolandırıcılar için cazibe ve çalışma alanlarıdır. Sahtekâr veya dolandırıcılar fırsatını bulduklarında bu alanları kullanmaya ve sızmaya çalışırlar. Sahtekâr ve dolandırıcılar kullandıkları teknikleri sürekli geliştirirler, yenilerler, güncel tutarlar ve uyum sağlarlar.

Ticaret yapan iyi niyetli kişilerin bunlardan korunmaları kolay değildir. Korunmak için sahtekar ve dolandırıcıların kullandıkları teknik ve yöntemlere aşina ve farkında olmaları, kendi işlerinin tekniklerini, kurallarını, risk noktalarını, zayıflıklarını ve açıklarını çok iyi bilmeleri gerekir. Bunun için uzman kişilerin tecrübelerinden, bu konuda yazılmış güvenilir kaynaklardan, gerçek kitaplardan, doğru sunum, seminer ve konferanslardan faydalanmaları gerekir.

Bu bilinçle, ICC Türkiye Milli Komitesi tarafından 24 Mayıs 2022 tarihinde 14.00 – 17.00 saatleri arasında DIŞ TİCARETTE SAHTECİLİK VE DOLANDIRICILIK (FRAUD)” eğitim gerçekleştirilecektir.

Bu eğitimde sırasıyla; dış ticaret ile ilgili sahtecilik ve dolandırıcılık terimlerinin açıklanması, dış ticaret ile ilgili sözleşme, teslim şekilleri ve ödeme yöntemleri hakkında genel bilgilendirme, sahtecilik alanları, tarafların kayıpları, örnek olaylar ve önlemler ele alınacaktır. Eğitim içeriği aşağıda sunulmaktadır.

Dış ticaret ile ilgili herkesin faydalanabileceği bir eğitim olacağına inanıyoruz.
