Finansal Manipülasyon Yönetmeliği Yayımlandı
Bankacılık Düzenleme ve Denetleme Kurumu’nun ‘Finansal Piyasalarda Manipülasyon ve Yanıltıcı işlemleri hakkında Yönetmelik’i Resmi Gazete’de yayımlanarak yürürlüğe girdi.

Yönetmelik Bankacılık Kanununun 76/A ve 93 üncü maddelerine dayanılarak hazırlandı. İlgili madde, BDDK’ya, finansal piyasalarda manipülasyon, yanıltıcı işlem ve uygulamaların belirlenmesine yönelik yetki veriyor.
Yönetmelikte ” Bir finansal aracın arzına, talebine veya fiyatına ilişkin yanlış veya yanıltıcı izlenim uyandıran veya uyandırabilecek olan ya da döviz kuru ve faiz dahil bir finansal aracın fiyatının anormal veya yapay düzeyde tutulmasını sağlayan ya da sağlayabilecek olan işlemlere bu amaçları sağlamak kastıyla dahil olmak, aracılık etmek, bu tür işlemler için emir vermek veya benzeri faaliyetlerde bulunmak” finansal piyasalarda manipülasyon ve yanıltıcı işlem ve uygulamalar arasında sayıldı.

İthalat Rejimi Kararına Ek 2514 sayılı Cumhurbaşkanı Kararı, Resmi Gazete’nin mükerrer sayısında yayımlanarak yürürlüğe girdi. 
Buna göre, altından ve kıymetli taşlardan mücevherat, buzdolabı ve derin dondurucular, bulaşık makineleri, çamaşır makineleri, split klimalar, ocak ve yemek pişirme cihazları, su filtreleri, turbo kompresörler, motor parçaları, golf arabaları, mensucat açma sarma makineleri, çeşitli el ve ziraat aletleri, metalden eşyalar, alçıdan inşaat malzemeleri, ahşap kapı ve pencereler, prefabrik yapılar, demir-çelikten teller, halatlar, kablolar, zincirler, bakırdan teller, kablolar ve halatlar, yer kaplama ve döşemeleri, yapışkan bantlar, kauçuk levhalar, zaman kontrol cihazları, müzik aletleri, oyun aletleri, kayaklar ve spor malzemeleri, kilitler, menteşeler, makaslar, fırçalar, fermuarlar, çakmaklar, hijyenik ürünler, tripodlar ile bazı muhtelif ürünlere 30 Eylül’e kadar geçici olarak yüzde 30’a varan oranlarda ilave gümrük vergisi uygulanmasına karar verildi.
Son bir ay içinde yayınlanan bu ve benzeri ilave gümrük vergisi kararlarıyla hem ithalatın azaltılması hem kamuya kaynak yaratılması hem de yerli sanayinin korunmasının hedeflendiği anlaşılmaktadır.

İlave Gümrük Vergisi Hakkında

11 Mayıs 2020 tarih ve 31124 sayılı Resmi Gazete’nin mükerrerinde yayınlanan 2514 sayılı Cumhurbaşkanlığı Kararı gereğince içerisinde 3918 ve 3919 (plastik yer kaplamaları, kendinden yapışkanlı levhalar, filmler, bantlar, folyolar ve şeritler) GTİP altında kayıtlı plastik mamullerin bir kısmının da yer aldığı bir grup ürüne ilave gümrük vergisi getirilmiştir. Kararın Ek-2’sinde yer alan tabloda belirtilen ilave gümrük vergileri yayım tarihinden 30/09/2020 tarihine kadar uygulanacak olup, Ek-1’inde yer alan tabloda belirtilen ilave gümrük vergileri ise 01/10/2020 tarihi itibariyle geçerli olacaktır.

Kararın yayım tarihinden önce Türkiye’ye sevk edilmek üzere bir taşıma belgesi düzenlenerek yüklemesi yapılmış olan eşyanın yayım tarihinden itibaren 30 gün içerisinde gümrük beyannamesinin tescili halinde Karar hükümlerinin uygulanmaması için ilgili Bakanlıklarla temaslar devam etmektedir.
