Regarding Certificates of Origin

Recently, especially with companies based in the European Union (EU) having their headquarters and branches in different member states, or the same company having production facilities in different countries, and consequently the country of origin of the goods differing from the country where the invoice is issued, our importing companies have been experiencing problems due to the certificate of origin not being accepted at customs when it is not issued by the country of origin or the country of shipment, and these problems have been reported to PAGEV.

The Ministry of Trade, General Directorate of Customs, issued a circular on January 8, 2021, entitled "Regarding the Countries for Which Certificates of Origin Will Be Issued," which contains clarifying information on resolving problems encountered in imports from companies located in EU countries.

In this context, for shipments from EU countries, where the trading country and the exporting/shipping country are different EU member states, the certificate of origin will be accepted regardless of which country issued it; for shipments from other countries, only certificates of origin issued by the country of origin or the exporting country will be accepted. The details of the published circular can be found at the link below.
