About the Support Management System
The attached letter from the Ministry of Trade states that as of January 1, 2020, the application, evaluation, and finalization processes for state support for the export of goods and services, including the Inward Processing Regime, Outward Processing Regime, Tax, Duty and Fee Exemption Certificates, and Uncertified Export Credits, will be conducted through the Support Management System (DYS).
The article states that, in order to prevent companies from being disadvantaged during the transition period, the implementation of the legislation regulating state support for goods exports and the continuation of transactions related to tax, duty and fee exemption documents in a physical environment were previously announced to be extended until 01/09/2020; however, this time;
1) In accordance with the relevant provision of the Circulars regarding the operation of state support for goods exports through the DYS (Document Management System), the validity of the current Circulars of the Decisions and Communiqués regulating state support for goods exports is extended until 30/09/2020 (inclusive).,
2) With the approval of the Ministry of Trade dated 31.03.2020, the procedures and transactions related to tax, duty, and fee exemption documents to be issued after 31.12.2019 will continue in physical form until 30.09.2020 (inclusive).,
3) In accordance with the relevant provision of Circular No. 2007/5 on the Outward Processing Regime, the procedures and transactions related to outward processing authorization documents to be issued after 31/12/2019 shall continue in physical form until 30/09/2020 (inclusive).,
