Additional time granted for additional customs duties.

As is known, the Additional Customs Duty rates to be applied to the import of goods specified in the Additional Decisions No. 2429 and 2430 to the Import Regime Decision, published on April 21, 2020, were determined. Article 1 of the same decision, however, specifies the circumstances under which this decision will not apply: “If the goods, for which a transport document has been issued and loading completed before the publication date of this decision, are shipped to Türkiye, the provisions of this decision shall not apply if the customs declaration for import is registered within 30 days at the latest from the publication date of this decision.”.

However, the additional taxes determined by the Import Regime Decree No. 2424 on April 18, 2020, came into effect on the same date without any transition period (unlike decrees No. 2429 and 2430). Due to the lack of a transition period for goods shipped before this decree date, our companies have been reporting grievances and submitting requests in this regard. During our meetings with the Ministry throughout this process, the problems experienced by our companies and our proposed solutions were repeatedly brought up.

Published today (May 5, 2020) attached Pursuant to Presidential Decree No. 2485, a temporary provision has been added for goods subject to additional customs duties under Presidential Decree No. 2424.

Within this scope, those whose shipments were made and a transport document was issued for delivery to Türkiye before April 18, 2020, are subject to a temporary provision effective from today. A period of 30 days has been given.

No additional customs duties will be levied if imports are made within this period.

Furthermore, additional customs duties paid on goods shipped before April 18, 2020, and imported between April 18, 2020, and the present date, can be reclaimed within the scope of the refund application.
