5. SASAD - X-Band Transmitter System Technology (X-BAND) and X.400 Messaging System Software Technology (X.400) System Technology Transfer Announcements
According to the Turkish Scientific and Technological Research Institution (TÜBİTAK) Regulation on the Management of Intellectual Property Rights and Technology Transfer, the transfer of the technologies mentioned below will be carried out through a simple licensing method. This means that any applicant who meets the conditions specified in the Technology Transfer Announcement will be able to acquire the technology in question. Thus, licensed companies will be able to produce, develop, and sell a technology developed by TÜBİTAK.
The transfer announcements for the X-Band Transmitter System Technology (X-BAND) and X.400 Messaging System Software Technology (X.400), developed by TÜBİTAK, were published in the Official Gazette and on TÜBİTAK's official website on January 14, 2019.
You can find information about technology transfer terms via the job posting links below.
(X-BAND) X-Band Transmitter System Technology
X-Band Transmitter System Technology is a data download system technology that provides the high data rate demanded in the space-to-ground link for Earth observation satellites with high-resolution payloads, and has gained historical significance in the national Earth observation satellites RASAT and GÖKTÜRK 2. Having over 10 years of space experience, the current design solution has been qualified in space. The disadvantages of using COTS (Commercial off-the-shelf) materials have been overcome by improving the design solutions.
The sub-blocks of the X-Band Transmitter System (modulator, frequency converter, filter blocks, power amplifier blocks, etc.) are reusable in different application and frequency bands. It is possible to increase data rates by using multiple X-Band Transmitter Systems together, without violating the frequency bands allocated by the International Telecommunication Union (ITU). Furthermore, it is possible to make partial modifications to the technology to make the unit compatible with new communication standards and increase its capacity.

(X.400) X.400 Messaging System Software Technology
The X.400 Messaging System Software Technology ensures that messaging requirements in strategic, operational, and tactical fields are met quickly, accurately, and securely through a single, uninterrupted, shared system. The X.400 Messaging System Software Technology can be used as an alternative to SMTP (Simple Mail Transfer Protocol) in Message Processing Systems (MPS) used on ships. It consists of fully domestically developed, operating system-independent client and server software components that comply with international military and commercial standards.
Within the Messaging System, all client-server communication is conducted after TLS (Transport Layer Security) line security is ensured. Strong smart card-based authentication is applied for system logins, and flexible and robust access control mechanisms are provided for access to all servers. In addition to international military standards, it has been adapted and extended to civilian messaging standards for enhanced security. This makes the X.400 Messaging System suitable for military or corporate use.
