2- Regarding TÜBİTAK Technology Transfer Announcements.
Based on our national values “"National Technology and a Strong Industry"” Within the framework of our vision, and as part of our efforts to transfer technology from inventions resulting from R&D projects carried out in the centers and institutes of the Scientific and Technological Research Council of Turkey (TÜBİTAK), which holds a significant place in our country's academic and scientific knowledge base, to the production of these inventions by domestic and national industries and to add value to the national economy, we would like to inform you about the technologies developed by our institution that we believe you will find interesting.
According to the TÜBİTAK Regulation on the Management of Intellectual Property Rights and Technology Transfer, the transfer of the technologies mentioned below will be carried out through a simple licensing method. This means that any applicant who meets the conditions specified in the Technology Transfer Announcement will be able to acquire the technology in question. Thus, licensed companies will be able to manufacture, develop, and sell a technology developed by TÜBİTAK.
Developed by TÜBİTAK High Temperature Resistant Polymeric Resin, High Heat Resistant Structural Adhesive And Foldable Metal Mine Detector – OZAN Announcements regarding the transfer of these technologies have been published in the Official Gazette and on TÜBİTAK's official website.
You can find information about technology transfer terms via the job posting links below.
High Temperature Resistant Polymeric Resine Technology
The intellectual product, named High Temperature Resistant Polymeric Resin, is a thermoset resin material designed to function without physical degradation, especially in high-temperature environments. It can be used as a raw material, product, or byproduct (prepreg) in the production of all kinds of composite materials, surface coatings, and adhesives.
The leading industries using composite materials made from thermoset resin include the aerospace industry, the automotive industry, the electronics industry, and the defense industry. Due to its Tg (Glass Transition Temperature) value being above 230 °C and its ablative (increasing) properties (showing resistance up to 300-350 °C), this intellectual property can be used in engine components, coating materials, body panels, electronic or avionics circuits, sealing gaskets, and cable insulation of transportation vehicles. Furthermore, due to its low specific gravity and high temperature resistance, it can be used in aerospace vehicles, defense industry ammunition, electronic components (fighter jets, civilian aircraft, rockets, space shuttles, satellites, missiles, electronic circuits, flexible connectors, chip carriers, etc.), coatings, and adhesives where composite materials are required. Additionally, the intellectual property exhibits both phenolic and bismaleimide (BMI) properties. While there is no domestic equivalent of the intellectual property, there is also no equivalent abroad that exhibits the same characteristics (both phenolic and BMI).
The list of materials required for the production of the intellectual property broadly includes a reactor, flow meter (for gas passage), mechanical stirrer, water bath, balance, rotary evaporator, vacuum oven, beaker, glass flask, separating funnel, nitrogen gas, and certain chemicals. Furthermore, by performing reactor cleaning, it is possible to obtain various products such as "High Thermal Resistance Structural Adhesive". This technology is subject to the Missile Technology Control Regime.

High Thermal Resistance Structural Adhesive Technology
High Thermal Resistance Structural Adhesive is a modified reactive polyimide adhesive solution designed to provide exceptionally high-temperature service in a variety of demanding applications. The product exhibits long-term performance in service environments reaching temperatures as high as 300°C, while also demonstrating instantaneous resistance up to 450°C. It offers higher flexural strength than many other polyimides and exhibits good adhesion to a variety of materials. When properly cured, it is unaffected by many solvents and chemicals, except for strong alkaline solutions that can corrode the surface and eventually degrade the polymer.
Uygulama Alanları: Fikrî ürün, 300°C sıcaklıklara ulaşan yapıştırıcı uygulamalarında mükemmel yapışma mukavemeti gösterir. Uygun şekilde hazırlanmış paslanmaz çelik, bakır, alüminyum ve titanyum alaşımlarında mükemmel metal-metal yapışma mukavemeti sağlar. Yaşlanma çalışmaları, yapıştırıcının 250°C’ye varan sıcaklıklarda 4000 saati aşan uygulama sürelerinde %75’e kadar yapışma mukavemetini koruduğunu göstermektedir.
The list of materials required to produce the intellectual property is similar to the list of materials required to produce High Temperature Resistant Polymeric Resin. This technology is subject to the Missile Technology Control Regime.

Foldable Metal Mine Detector – OZAN Technology
This intellectual property was developed to enable security forces to quickly, easily, and accurately search for mines/improvised explosive devices (IEDs) in cross-border and domestic deployment areas, as well as other necessary locations. The Foldable Metal Mine Detector – OZAN stands out with its quick setup, lightweight design, ease of use, ergonomic/foldable structure, and advanced ground balancing features.
The intellectual property in question is included in the "List of War Vehicles and Equipment, Weapons, Ammunition and Spare Parts, Military Explosives and Related Technologies Subject to Control Pursuant to Law No. 5201" published in the Official Gazette dated April 30, 2020, and numbered 31114. Therefore, the transfer of the Foldable Metal Mine Detector – OZAN technology will be carried out within the scope of the technology transfer permit obtained from the Ministry of National Defence (MSB). The content of the Technology Transfer Package will be shared with the applicants after a Confidentiality Agreement is signed.
Those transferring the technology must use the Technology Transfer Package only in the production of products to be used within our security forces such as the Turkish Armed Forces, the General Directorate of Security, the National Intelligence Agency, and the Gendarmerie General Command. They must also obtain separate permission from the Ministry of National Defense to produce export versions of the technology. Furthermore, those wishing to transfer the technology must possess an ISO 9001 Quality Certificate.
