Information on Chemicals and Compounds Required to be Registered

The "Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals (KKDİK)" was published by the Ministry of Environment and Urbanization in the Official Gazette No. 30105 dated 23/06/2017. According to this regulation, the Registration Module in the Ministry of Environment and Urbanization's Chemical Registration System (KKS) will be active as of 31/12/2020, and industrialists will be able to begin making entries.

According to the regulation, chemical substances and compounds defined within its scope must be registered in order to be manufactured or placed on the market from December 31, 2023 onwards. Otherwise, the production or sale of these substances and compounds will not be possible.

The regulation mandates registration for chemicals and compounds if they are manufactured in Türkiye or imported into Türkiye in quantities exceeding one ton per year.

The registration process consists of two stages: pre-registration and registration.

– The first stage, the KKDIK Pre-Registration process, will run from 23/12/2017 to 31/12/2020.,

– The registration period is from 31/12/2020 to 31/12/2023,

It takes place between these dates.

To enable manufacturers, importers, and sole representatives to register jointly, they must first submit a Preliminary Substance Information Exchange Form (preliminary SSI) through the Chemical Registration System (CRS). Companies that submit a preliminary SSI can access the contact information of other companies that have submitted a preliminary SSI by performing an SSI query. This allows them to contact other manufacturers, importers, and sole representatives of the same substance before the registration process begins to discuss data and cost sharing requirements.

It is of great importance that the pre-MBDFs are submitted before 31/12/2020, the start date of registration, in order for the joint registration process to function effectively.

However, since the registration process will continue until 31/12/2023 and the system will remain active for substances to be placed on the market after 31/12/2020, the pre-MBDF module will not be shut down and will continue to function after 31/12/2020.

On the other hand, it is important for our companies to examine the Regulation and its annexes in detail.
