Regarding the Circular Issued by GGM.

Recently, our importing companies have been experiencing problems at customs regarding the origin of products, particularly due to companies operating in European Union countries having their headquarters and branches in different countries. These problems include the rejection of customs documents when the country of origin and the country of invoice differ, due to companies producing goods in different locations. To clarify this issue and eliminate confusion in cases where the certificate of origin is not issued by the country of origin or the country of shipment, the Ministry of Trade, General Directorate of Customs, issued a circular on January 8, 2021, titled "Regarding the Countries to Which Certificates of Origin Will Be Issued".

This circular states that, for shipments from EU countries, if the trading country and the exporting/shipping country are different EU countries, the certificate of origin will be accepted regardless of which country issued it; however, for shipments from other countries, only certificates of origin issued by the country of origin or the exporting country will be accepted. The circular, which includes explanations and details regarding the resolution of issues related to this matter, can be accessed via the link below.
